You really need the teiclass tag in your tld file. Otherwise, I think you are
on the right track.
Example: <teiclass>com.sas.portal.taglib.PortletInitTagExtraInfo</teiclass>

I changed to Tomcat 4.0 and used the <variable> element in <tag> element.
I used the setAttribute() method in my tag handler class.
If anyone has any questions about my solution, then ask them here.
