Interestingly enough, once I copied the *.class files to the C:Notes dir,
I was able to successfully execute the programs.... Apparently, the env
variable I was expecting to work (LD_LIBRARY_PATH) isn't used by Windows.

This indicates that the sinitThread() call failed because it couldn't find
the referenced DLL. However, I looked for nlsxbe.dll, and found it in
C:Notes, which I made sure exists in my LD_LIBRARY_PATH environment variable.
Unfortunately, this maked no difference.

Any suggestions?
