On page 24 there is this quote:
Using Python without its libraries (NumPy and TensorFlow) is like using a camera without autofocus: you gain more flexibility, but you can easily make careless mistakes (for the record, I have nothing against photographers who micro-manage aperture, shutter, and ISO).

I think a more powerful way of putting it would be to say:
...is like using a camera without auto mode...
Since being without autofocus on a camera can, of course, give you more of a hands-on control of the focus, but that's it. Especially since the author already mentions aperture, shutter, and ISO which would be other good examples of more controls you get by using manual mode aka Python without libraries.
