On p. 17, the first sentence says:

After deciding which users will need access to the SDK (use the default; see figure 2.4), the final step is to specify the installation path.

There is nothing in figure 2.4 relating to user selection; possibly, figure 2.6 is what's intented.

However, all of this is moot, because the new SDK tools download for Android does not even have an installer (e.g. version 25.2.3). There is only a zip file, and the contents is a tools folder which is unzipped to a location of the user's choice.
