Section 2.1.2 states that the tweets data contains a string conforming to ISO 8601. But if Wikipedia is anything to go by, the date format in the tweets data doesn't seem to comply to that standard.

You're right, that's a typo, it's an RFC2822 formatted date. The Javascript date object takes ISO-8601 or RFC-2822 compliant strings.
