There should be a call to useExponentialBackoff() added to the example at the top of the page, otherwise the backoffMultiplier(2) is ignored.

When using Java then when you call backOffMultiplier(xxx) then exponential backoff is automatic enabled.
But when you use XML then you need to make sure to enable that explicit.

But its of course also possible to enable it as well in Java.

PS: The javadoc of the Java code will mention this.

* Enables exponential backoff and sets the multiplier used to increase the
* delay between redeliveries
