You will find it at:

http://numpy.sourceforge.net/

As you've found, third party Python sofware is no longer directly linked to
off of the Python home site. For finding third party libraries, the route to
take is to go to the "Vaults of Parnassus" site:

http://www.vex.net/parnassus/
(or follow the link to it from www.python.org)

and use its search engine.
