The very first use of this term (VIP) was in the Table of Contents but I don't see it defined anywhere. I assume it means something like Very Important Point ???

yes, VIP is a very important point. it was left there mostly as a marker for layout, so that people preparing the book for printing format those sections differently. I do not think that we'll keep VIP in the title of the sections, but I did not want to care too much about formatting when writing the draft.
