p. 157 says:

"To localize the feature, you need to start by adding a root resource file or add new resource items to the existing root resource files. Then you have to set the feature to use these resource files. This is done by opening the Feature in the Feature Designer and then in the properties window set the Default Resource File to the name of your resource file."

This can't be done. There is no "Properties Window" in the Feature Designer.
There is a Resources tab in the project's properties, but this has nothing to do with the Feature Designer. Moreover, this tab does not have a place to enter the path of an existing file (which on p. 155 was added to the project under the Web Part). Instead there's a link saying that there is no default resource file and if it is clicked, one can create a new resource file. There seems to be no way to set any of the file(s) one added on p. 155 to be the Default Resource File.

Could someone tell me the correct steps to setting a Default Resource File? Is this a different file from the ones added on p. 155?

I need to clarify that section. You can access the Features Property window by pressing F4 while in the designer or select View > Properties Window
