In the PDF as of 7/30/2010:

"Web Parts that is based on the old SharePoint Web Part implementation does not by default use the attributes that we have used so far. Web Parts created based on the SharePoint Web Part implementation for previous version of SharePoint uses other attributes than the ASP.NET Web Part implementation."

This is contradicted in the next paragraph where it is pointed out correctly that the ASP.NET attributes not only can be used on the SharePoint Web Parts, but if both types are present, the ASP.NET attributes are used.
