after reading and thinking some more, let me replace my original question with
the following: the default placement of the sheet's toolbar is below the
frame's toolbar. is there a pfc function that will place the sheet's bar to
the right of the frame's bar? (the reason i ask is that my frame toolbar is
very short and a lot of window real estate is wasted with it above the sheet's
toolbar).

this following gives me my desired result, i.e. the sheet toolbar appears to
the right of the frame toolbar:

this.SetToolbar( 1, TRUE, AlignAtTop! )
this.SetToolbarPos( 1, 1, 1, FALSE)

question 1: is the way you would do it and if so would you put it in this event?

question 2: there is an annoying artifact. when the sheet is opened, empty
real estate for the sheet's toolbar appears below the frame's toolbar until
the sheet opens. how can i eliminate the artifact?

That is precisely how I would do it.

I don't think that you can.
